A reply From a company known as Weymouth & Portland Borough Council regarding NCRTS process!

We received this from a friend Gary in Bournemouth regarding a Penalty Charge Notice he had received from a company known as Weymouth & Portland Borough Council. Gary decided to use the NO CONTRACT – RETURN TO SENDER and sent their letters back to them on two occasions. Gary decided to open this one before sending it back, just to see what they were saying and to see how they are dealing with the NCRTS process.

I find this letter to Gary most interesting regarding the points it raises and allows us to see the mind set these people come from, the hive mentality and the way they perceive that life can only be this way regarding rules, controls and the need for deterrents to maintain the “democratic world”(in other words the commercial construct) – which in itself is one of the biggest lies and deceptions being manipulated daily, to maintain everything stays within the political parameters that they can control. Within this letter there is a clear manipulation and misuse, if not a miss understanding, of the word anarchy, being used in this letter to create in the mind of the reader, a spell of fear about the eventualities of any loss of political control and what would result from that.

What is also very interesting is the fact that they are willing to try and reach a “compromise” regarding this parking fine (contractual payment), but surely if it was a fine, there could be no compromise – or is this something you can do regarding any fine? Surely this is what can be considered as negotiations? Is this nothing more than adhesion contract and because it is such, this is the sole reason a compromise can be offered? I know through using obvious methods, that this is nothing more than an adhesion contract and that is why they are doing this. Further evidence of this is found further on when they state ‘the council is required to register the outstanding Penalty Charge Notice at the county court’. But surely this would be dealt with by a magistrate’s court as any PCN issued by the police is i.e. failure to wear a seatbelt. If the fact remains they will have this dealt with by a county court to me means this is nothing more than failure to pay an invoice served under contract. So in effect the PCN (contractual payment) is nothing more than an invoice generated from a one sided adhesion contract, written by one party in its favour and enforced upon a legal personality using their personality to do so i.e. the company name Weymouth & Portland Borough Council - a business transaction!

What has Gary done with this letter? Sent it straight back to them clearly saying NO CONTRACT – RETURN TO SENDER.
As Gary updates us with what occurs next, we will do the same, as soon as we recieve the information to publish.
