That looks like CGI to me, and this is why :
The 'invisible' guy that runs into the tank is running too quickly, just a touch, to be really happening in that location. I think it is video footage of an acrobat running and climbing onto a different object, it might even be another tank, and then the people who made the vid superimposed that footage onto the war footage.
Notice that the circle that is supposed to highlight the running 'commando' makes him almost impossible to see until he climbs onto the tank. He isn't wearing military fatigues either, or carrying weapons but you can clearly see a pair of calf length boots and it does look like he is wearing a skin tight suit though. Thinking about it, if that is his invisible suit, I don't suppose he needs any fatigues, or a weapon for that matter, although useful in a war zone, if you are invisible but your weapons ain't ... you're probably going to get shot anyway ...
But a suit like that would need some serious batteries, supposing it uses lasers to bend light, and the guy in the Lycra skin suit that was running too fast in relation to the rest of the video and into the tank looked outa place and faked to me.
