What's the situation if council tax gave me a payment that they owed me, and paid me far too much? Does this have to be returned and is there a legal recourse for it? Assuming adding it to my bill is not an option.

They haven't by the way, but I've been told to ask here.

They would add it to your bill and attempt to collect it as normal council tax.

As Geronimo alludes to, don't question it with them or they might realise their mistake!
