I have never heard of a diesel scooter .. I think Royal Enfied India do a couple of deisel motor bikes

so I think it would probably be a two stroke petrol ... in which case you would mix veggy oil with the petrol, probably in the ratio of 1:10, this is how the 2 stroke engine is lubricated. Never run a 2 stroke on neat petrol. Hope that expains veggy oil for you.
