illegal TV licence fee template letter for a refund?

do you think it is possible to claim back tv licence fees as they have been going into a dormant account since 2002?

imagine how many would apply if everyone knew a template letter was available to all who wanted it.

i dont know how to start a letter or if claiming it back can be done. i feel it is the right thing to do and we should look into it.

i havnt had a tv for years but i know plenty who have paid and paid. it would be a great xmas present for anyone to get 7 years of fees refunded.

i would so love to see that happening.
