This is a recent report of a detector van doing surveillance at someone's property.

The detector van in the video has vehicle reg. no. CV09 FFT. The report from this video is that there is someone in the back of the van, seated at a desk on which there is a monitor screen.
There is further reporting of detector vans. The most recent batch of these vans have vehicle reg. nos. CV09 FFO, CV09 FFP, CV09 FFS, CV09 FFT and CV09 FFV. They are white VW Transporter vans with a high roof. Anyone seeing one of these vans may want to take a picture of what is behind the window on the roof (van nearside). It's most likely that the window will be curtained, but they will have to draw the curtain back when they're doing surveillance.

If they need to 'draw back the curtains' then surely they are not picking up TV signals?

The window in the van's roof is to allow a visual fix of where their directional RF detection device is pointing. I expect a pan/tilt RF detection device to be sited at the window, and a camera attached to it that will move with it.
