What this scrap licence about

My uncle does scrap metal, he just goes around collecting old fridges and cookers that have been dumped on the street along with other stuff that's been dumped such as car wheels, metal fences, anything steel or metal just like a scrap man does, well he saying you need a licence to do scrap metal and to sell the metal to a scrap yard.
He's had to stop doing scrap metal now as the licence is suppose to be a joke of a price to get one, I've tried
Looking this licence up but have had no luck, any help on the actual name of this licence or a way round it would be decent, he's saying you have to claim to be a rag and bone man but a rag and bone man as a horse and carrage thing not an old transit van haha.
If I have posted this in wrong section would a moderator put it in the right place for me please.
Just after name of the licence and a way around the money making rule thats been brought out.

It's about people being enslaved to the Fascist/Marxist state in the hands of the few. Where people can only do what the rich say (who have only stolen it from the people) whilst getting the people to policy themselves (or the paid thugs) with all the legislation they think is Law. Under the guise of not polluting, which is important but there are other intentions behind all the legislation.

As it seemed you were asking a question, what is it about, not how do you get a licence as you had already mentioned that.

I know of someone who not long ago got fined £700 for weighing in £70 worth of scrap from his home which he managed to get down from the original £1400 bill. Shocking!
Well, if crime fighters fight crime and fire fighters fight fire, what do freedom fighters fight? They never mention that part to us, do they?

As far as I can tell you apply for one through your local council, and there is no fee. There is just a requirement that you keep records of what you've sold. Your uncle sounds like he would probably be classed as an "itinerant collector" and the record keeping requirements are pretty low for them, mainly just receipts of what you've sold to a scrap dealer. Probably best to just ring the council and ask.

As to why they exist, it's probably to do with the fact that scrap metal is pretty much untraceable as the dealers just tend to use cash. It makes theft and dealing in stolen metal easy to get away with as there are no checks.

The licence costs £225.00.Harrow Council - Scrap metal licences - Costs and renewals
Registration as a scrap metal dealer lasts for 3 years.
Failure to comply may result in a penalty (theft.)

When the metal is melted down or even in a scrap yard, it would cost a fortune in trying to ID any metal and street trader stealing any metal.

And why would people want to risk stealing people's property if there was no usury (if I am allowed to use that word)

Yes it still goes on (I know from my own area) and the licenses although expensive do not stop it. But most scrap is from factory waste and agreed upon.

I know the Birds group and some of the family. P. Bird was made an O.B.E. :roll: for services to the environment.

And about 8 other companies some of whom are multi millionaires too. And others who are just street traders.

It must vary by council then as Eden and Wakefield councils don't have a fee.

Thanks for the replys tpuc members,
My uncle is no robber and does not rob metal that belongs to someone, but he said scrap metal theft is very high, people robbing the metal are making it hard for the legit scrapers to make money.
My uncle if anything is doing the public good as he clears scrap metal from people's gardens with owners permission,such as old fridges, cookers, microwaves and old BBQ ect
He's getting on a bit my uncle he's nearly 60 so can do without getting in trouble really, I will be ringing the council on Wednesday to see how much these licence are and will keep you guys updated.
It's crazy how a scrap licence is nothing in Wakefield Leeds ways but cost in other areas.
I posted this on here as I've never heard of a scrap metal licence and wanted to see peoples views on it and see what they had to say, you will need a licence for a kettle and toaster next haha.
