You refuse to pay
there is a ton off back and forth with letters and then the bailliffs move in on you
So if you haven't got anything they can get their stinky little fingers on they go back to the council who then takes you to court.
Option one- you don't show up in court and they put a warrant out for your arrest and you are forcably taken to court where a liability order is placed on you to pay or agree to a payment scheme which is basically plunging you into a never ending game of catch up with your debt increasing constantly or you refuse to pay and BANG they will call that contempt of court and imprisonment follows.
Option two- you go to court and try to submit an arguement that you refuse to pay for WHATEVER reason legal or lawful. You can qoute Acts Statutes, common law, God's law doesn't matter they will twist words, refuse to see evidence and generally disagree with your take on the facts rightly or wrongly. They will force you to pay or enter into payment agreement. If you don't pay then...you guest it...contempt of court - nick!
Like I said, I truly wish it wasn't so but those are the cold hard facts. What solution do I offer? well sadly none, how can you beat a system that is so corrupt?
Just take a look at all those who went to court well prepared, clued up with a solid lawful reason to not pay, what happened to them? Well lets just say they ended up paying..one way or another.
If anything would succeed it would be mass non compliance which sadly won't happen cause there are too many do-gooders, jobsworths and sheep that are only too happy to "do their bit, cause the government is always right"
The whole thing makes me sick! they are evil b*stards the lot of them!
