At first, I was advised, once having opened the envelope, to re-seal the envelope back up and write on the top, accross the envelope without covering my address (printed on the middle left), so as to let the council understand who the envelope was originally addressed to "RETURN TO SENDER - NO CONTRACT". Proceding this bit of advice, I was adviced to print off a section of the afferdavit, which is dedicated to this kind of issue and send it back in the envelope with the parking ticket etc with the same key words along the top "RETURN TO SENDER - NO CONTRACT" and post it back to them and I most probably should not hear back from them. Now having let that one slip the net while being away for a season in Italy, I am getting forcefull and threatening letters from a company called Equita and they have to date sent me a letter with written in red across the top of the letter "FINAL DEMAND" and they are threatening to penetrate my property by the use of a locksmith within the next seven days and remove goods etc, to cover the costs, of the fine.
What can I do, for the protection of myself, my personal record and for the sake of my personal belongings ???
