Council Tax Baliffs not doing their job

Heres one, this morning I had a barely audible knock on my door, no one there, the door bell rang later went to answer it, er... no one there, but a Letter saying the Baliffs had called and all threats, but in person the Baliffs seems not to be wanting to do anything.

Has the incompetence and gutlessness spread to the Baliffs as well? Whats going on? I was looking to deploy all my Freeman stuff, no fight, is the Evil Empire collapsing?
