How will the council enforce any new Dog Control Orders?

Authorised officers will have the power to require the name and address of any person who has breached a Dog Control Order for the purpose of issuing a fixed-penalty notice. It will be an offence for a person either to fail to give that information, or to give false or inaccurate information. Failure to do so could result in a fine of £1000.

So now we can now be fined £1000 for refusing top give our names :rolleyes:

Our local lot are in the consultation phase now, 28 day statutory minimum period started 15th Dec so everyone and their dog is busy doing christmas stuff and won't bother writing in to complain. "Authorised officials" will be doing DEFRA training courses at tax payer expense. An army of new dog control police at what cost? How much all the signs, policing and subsequent legal costs will rob the tax payer of is anyone guess. Reading the legislation the gov said it would be "self funding" meaning the £75 or £80 FPN will pay for it all, targeting innocent people exercising their dogs to pay for this dastardly revenue gathering scheme.

How do they do that?

By introducing the "dogs on leads *insert your council* order 2008" and declaring your local dog exercise spot as a must be on lead area! They're making a whole new ahem "heritage" country park a must be on lead area, this place is criss crossed by public footpaths, public rights of way where dog walkers have been exercising their dogs for years. Not for much longer I fear.

I've written a bunch to the council about loads of specific areas, and done a load of hand outs I intend to give other dog walkers when I'm out anyway.

Any ideas how else to tackle this during the consultation period? only 3 weeks left.

I handed out about 10 flyers today, no-one had heard of the impending laws as expected, all promised to write in, all were fuming at the council too

I also found the local council online forum, and laid a great big post down full of stuff people can use to complain about the costs and how sneaky they're bringing the laws in, I'm going to write a standard email people can copy and send in from the page too

I'm off to the council offices later to actually see their maps etc. should come back with a load of new areas to complain about

I contacted my local council about the dog control orders.
I am happy to report that at this present time they have no plans
to implement this in my borough.They did ask where i got the information,
Oh i said you have plenty of good people willing to whistleblow backdoor laws
Suffice to say the gentleman i spoke to did'nt seem amused,can't think why.

They are a company, your person is a company.

forget "court, police, person"

remember just that they are companies, their flavor is irrelevant.

if company "a" makes an order off company "b"

then company "a" is liable for a bill in order to compensate

Company court is ordering £1000 off company person
Company person presents a bill for the sum of £4000

the most important thing is that the company person, does not have it's puppeteer accept an order without billing the customer,
company person is not a charity.

i imagine you would have to inform them of the price before accepting the order, it is their choice then to back-out and shop around for a better deal.

yes thats right "require", check the first post again. Thats all they have been given the power to do, require. incidentally, require is not defined in blacks law 1st, 2nd or 8th. if you look up a normal english dictionary it says " need for a particular purpose; depend on for success or survival " which is true. in every sense. lol

You as a man can NEVER be forced to incriminate yourself

This only applies to business's (your person) not you

A message to those new to this, you are not a person, you have a person. your person is a company/business in your name.
Think of your person as a coat or a tool, you are not necessarily waring it or using it all the time, it is simply there when you need it.
It is the person (company in your name, normally in capital letters) that is liable for all the acts and statutes, if you don't agree(consent) to represent that company(person) then those statutes and acts are irrelevant to you
