The closing ceremony for the 1984 Olympics involved a UFO flying over the Olympic stadium and communicating with the audience. The UFO eventually lands, amid smoke and lights, at which point an alien steps out and greets the public.

Considering the 1984 Olympics had no other connections to UFO and alien phenomena, the only logical reasoning as to why this happened was again to plant a seed in the publics mind and to judge our reaction.

It also had a jet pack astronaught and occurred around the time of the space shuttle programme starting and sold to children worldwide as a reach into outerspace where there might be mysterious aliens and flavours of ice cream that were out of this world. Uss columbia would have been a very expensive operation to hide so it was better to tell people rubbish about its purpose because if they were to have told the public that they planned to build gps location technology and domestic spy satelite networks looking down rather than alien watch towers looking up, the people would have thought the president a commie rather than just some dumb hollywood reject.
