Instead of take the hand, why not help the hand that steals. Teach the owner of the hand he/she has no need to steal but simply ask as 1 in 10 will say yes take it.

what a way of punishement. in my minde what this means if they keep stealing they will keep geting more and more parts cut off till there is nothing left but a corpse

If the hand is removed then the problem will still be there, may as well cut a good slice from a bad apple and eat the bit with the bad section.
So if stealing is the problem then what was the solution before the problem, If there is a problem there was once a solution/peace.
