council tax

I would love to have an itemized council tax bill and water bill, why cant i opt out of some of there services they supply, i don't seem to have a choice but am forced to pay them both, it is unfair i can decide my phone company, my electric and gas company, in fact most things but not my council tax bill or water bill why? .

easy who says you have to pay oh ur reply is gona be ermm the council and waterboard dont talk to either simple

Council tax is statutory obligation, there is no opt out.
