Police with enforcement agents roadside!?

I had a previous pcn for driving in a red route, i sent of 3 letters to newlyn, i got responses for the first 2 but for the third i never got a response, that was the end of the phone calls and letters for the fines etc! Then about an hour ago im driving home i see police at the roadside pulling cars over which i thought were for routine tax,insurance checks, then i find out a camera was further up the road and flagged my car for an unpaid debt, and 2 enforcement agents on behalf of newlyn who are accompanied by 2 police officers to keep the peace that i need to pay for this charge now or the will seize my car! Need help were have i gone wrong and what should i have done!??
