I have sent TVL packing 3 times in last 12 months.
Each time I have got the tv on in background and they can see it through the window.
Having a tv is not a requirement to having a license, so when they see or hear a tv that is on does not prove anything in relation to the legislation that they are using to entrap people.
On one particular occassion, TVL came to my door, the tv was on, he could see and hear it.
However, after a few discreet words with him he left claiming to get a warrant..., of course he lied. So at that point I reopened my door and called out to him as he was leaving, I said "I told you do not lie to me."
10 or so minutes later he had been to my brothers house just a couple of miles away and unfortunately for my brother he fails to stand up for himself.
The long and short being, the TVL got all the required details from him and he then signed their statement. He got a £365 fine/costs...
It would require a warrant to get a warrant under british legislation... very circular conundrum
