fixed penalty today help needed

my better half was given a fixed penalty by hand today she gave her name (next to the fixed penalty notice title it has in brackets non endorseable offence)
bit strange too see the remittance advice slip showing the bit if you want to pay and wear it all details to be filled in in boxes while on the reverse if you want the court hearing on lines rather than boxes the four pillars principle springs to mind.
now i assume im still in consideration stage as i have not returned my or rather her payment or request.
as respectable company director types we do not yet wish to really show our trueselves as hippy activists(we all know the damage that can be done from within)
so some sort of letter from her just simply asking for clarification etc etc would be the kiddie man.
one of my jobs is getting stories in newspapers.i have to say if i can convince her to be my test case then i could have a cracking chance at main stream media interest.
any of you absolute geniuses fancy stepping up to the challenge or should we just let the enemy knock us for thirty quid.

a "Penalty" is the same as a "Forfeiture", ILLEGAL without a Courts Conviction, so, what's your problem?

by merely mentioning a "Penalty", they have nullified and voided any "Penalty"

or how about applying to the Criminal Compensation Board for Compensation, after all you are a victim of CRIME! are you not?
